Prop. 38 ?School Vouchers? School vouchers are the educational topic of the millennium. In California, if Prop. 38 were passed it would grant K-12 students a $4,000-a-year voucher to receive private schooling. This proposition has some ups and some downs in my viewpoint and in this paper I will tell you about school vouchers, I will also tell you about the opponents and the supporters of the bill, the candidates for President stance on the issue and finally my thoughts about school vouchers. Proposition 38, the initiative that would grant a $4,000-a-year voucher to K-12 students to attend a private school(Saunders A-24). The vouchers have been tested in a few cities including Dayton, Ohio, Washington D.C. and New York. Some bad news for supporters of Prop. 38 were that students offered the vouchers ? 47 percent in Washington, 46 percent in Dayton and 24 percent in New York- did not use them?(Zernike 2). ?Its poor kids who lack options? and public schools know a captive society when they see it. They can under educate the kids with little negative effect?(Saunders A-24). Most Supporters of Prop. 38 want to do things for the better of Americas Children. They say that this bill will better education for all students not just the ones who get into private school. This they say is true because the vouchers will bring up competition among schools and force them to better their acts. for most Americans public education is the only option?(So You Wanna Know? 1). They say that this will finally give all children a chance to go private school or at least get into the private school atmosphere. A fact brought up by an opponent of the proposition was there was no significant test score difference between students who attended private school and the students who attended public school?(Zernike 1). The foes also state, ?School vouchers are the fools gold of educational reform?(Wickham 29A). They are trying to get across their point that school vouchers are not the way to go. In the 2000 Election, there are two major candidates, Al Gore and George W. Bush. Al Gore seems to want to get a higher level of education for America's kids and he also knows how much a good education is worth in this country. George W. Bush also wants the betterment of America's education. Both Candidates take education into high regard. This election will better the education quality of America by a long shot. I'm kind of unsure whether or not I'd vote for Prop. 38. This bill would be good if all the kids were guaranteed a spot in a private school or to be in the private school atmosphere, but thy are not. This is why it makes me unsure whether or not I'd vote for the bill. If there was a guarantee in vote YES without a doubt. In conclusion, I have told you about school vouchers. Like I said school vouchers would be more likely to get passed if they had a guarantee. I guess it would not hurt to try something new because its darn sure that what were doing now is not working as well as it is supposed to. I guess its save for me to say VOTE YES ON 38. It is true that, some of the larger hypermarkets are interested with plastic bin for collection and recycling, but what about the other waste we produced? But this situation is being changed with the act of introducing of in 2007 the NGO of Mission Verte. There is now a proliferation of about 20 recycling centers  in Mauritius. The primordial aim of the NGO is to raise consciousness of the public about the 3R that is to reduce, re-use and recycle the waste of household. Their efforts aimed greatly at encouraging the sorting and deposit of papers, cardboards, tin, plastics and glasses by the individuals for gathering and collected by local companies for the process recycling, but they are also keen to promote the  compost methods  of the green waste by the public. Mare Chicose, created in the 1990s, is home to the islands only household waste landfill site. However, this landfill is under pressure due to the ever increasing amount of waste material created. An estimated 375,000 tonnes of solid waste were created in 2003 (1,200 tonnes per day), which is estimated to grow to 418,000 tonnes in 2014 and 510,000 tonnes in 2034. To enlighten the situation the government has suggested the establishment of an incineration plant which would handle around three-quarters of waste created and would generate electricity. The obstacle is that the waste in Mauritius, which is largely green (garden waste, vegetables, etc.), is not suitable for incineration, and also that the chimney would have major negative public health, environmental and economic impacts. Environmental agencies in Mauritius recommend that minimizing the creation of waste by enabling the recycling and by composting green waste; will expand the lifespan sufficiently landfill site, removing t he importance for an incinerator or for further landfill sites. William Penn and the Quakers The Quakers, also known as the Society of Friends was religious group that founded Pennsylvania. William Penn, one of the leaders, worked with the Quakers, Indians and the other population to make an ideal world for him, his followers, and the other people in his environment. With his efforts, and the help of others, the Quakers left a huge impact on Pennsylvania and the entire nation. The Quakers are a religion that originated in England in protest of the Anglican Church's practices. The man in charge of this religious revolution was George Fox.1 He believed that God didn't live in churches as much as he lived in people's hearts.2 In that state of mind, he went out into the world in search of his true religion. He argued with priests, slept in fields, and spent days and nights trying to find followers. His first followers were mostly young people and women. Besides freedom of religion, they wanted freedom of speech, worship and assembly, refusal to go to war or take oath, and equality of the sexes and social classes.3 In England, between the years of 1650 and 1700, more than 15,000 Quakers were fined and/or imprisoned; 366 were killed.4 The reason why the Quakers were put through such torture was because their beliefs and culture was different from the Anglican Church. At that time, any religion that was practiced in England other than the Anglican Church would be persecuted. They believed that religion shouldn't be practiced in a church as much as in your heart. The differences that were between the Quakers and the Anglican Christians was that the Anglicans practiced strict discipline in their prayers. They would go to prayer every morning, and ask for forgiveness of their sins. They believed that the sacred authority was the Bible, the only way to make your way to heaven was to go to sermon; they should glorify God in the world; and pay no attention to the irrationality of God. They didn't believe men could achieve anything for themselves; only God could do that. The Quakers, on the other hand, believed that God should be in your spirit, not in sermon, and that your sacred authority shouldn't be a book, it should be your inner light, the force that drives you through you life. They believed you shouldn't be servants of God, but to be friends of God.

Psycho A Review Essays Psycho A Review Paper Psycho A Review Paper The novel by Robert Bloch adapted into Alfred Hitchcocks benchmark thriller with Anthony Perkins and Janet Leigh. It portrays the story of Marion (Leigh) crane as she drives across the states, with 40,000 dollars she stole from her boss, to her lover Sam. Before she can get there the twisted Norman Bates (Perkins) murders her. When there is no word from her, her boss hires a private detective to tack her down, after a tiring search the detective Milton Arbogast comes across the Bates motel and discovers that Marion has been there. After lingering for a while Arbogast decides to search the motel and the mansion behind it, as he enters the house he climbs the stairs only to be murdered as well. After Arbogast fails to return Sam (the lover) and Lila (the sister) become suspicious that he has either stolen the money or has disappeared under the same circumstances as Marion. The pair decides to pay a visit to the motel. Sam distracts the nervous Bates as Lila goes in search of mother Bates only to discover she is a stuffed body being held in the cellar of the mansion; Norman then bursts in followed by Sam, Bates is dresses in his mothers clothes, after being subdued he is arrested and taken to a psychiatrist where he is diagnosed as having a split personality as his mother and himself. The final shot is the cars of his victims being dragged from a swamp behind the motel. Hitchcock surprises the audience in several ways: Firstly he kills of Marion the main character leaving us with no one to empathise with; we are however quickly turned to start to empathise with Norman as he apparently is left with the burden of his sick mother. Finally we empathise with Sam and Lila as it his lover and her sister that has disappeared. Hitchcock uses a lot of techniques to build up the atmosphere of particular scenes such as the use of shadows and light and dark. When Norman has the parlour scene conversation with Marion she is bathed in light whereas half of Bates face is in light and half is in dark to show the split personality, however in later scenes we see him in pure white light as he is portrayed as the innocent son. There are a lot of scenes where he is half and half in light and dark. When the dead mother is discovered Lila hits a hanging light that causes shadows to move across the face almost making it look like the eyes are moving. Hitchcock makes the sense of a trap by always having his characters moving around cautiously of very fast and aware of their surroundings like in the parlour scene Janet Leigh allways has her eyes surveying the area, Bates and all his stuffed birds that signify the mother having power over him as the birds are in a towering position. The camera movements he uses are also very clever because in the shower scene when the water goes down the plug the camera rotates clockwise and then we have an extreme close up of Marions eye and the camera goes out spiralling anti-clockwise. It also dwells on her body for a while to really bring to life that our main character is gone. He manipulates the audiences viewpoint by giving people the first person view like when she is driving the car we have a third person shot. In the shower scene we have a first person view, she looks up to the showerhead and is washing away her sins so to speak because she looks so happy about it. The sound effects and music he uses are also very fitting, Hitchcock asked Bernard Herman to compose it entirely with a string orchestra to give a more shrill striking effect when the murder takes place. In some scenes however there is no music like when she is confronted by the policeman and in the parlour scene prior to the shower scene. Anthony Perkins portrays Norman Bates perfectly, He gives a very strong impression of the edgy cautious Norman. He starts to be empathised with by the audience because of the terrible burden of his mother. His character does however develop from the innocent used son to the cruel hostage to his mother. Janet Leigh is portrays the damsel in distress because she is tied up with Sam, wanting to marry him, this probably drives her to steal the money and ever since she becomes a lot more wary and cautious on the doomed trip to Fairville. When she is in the parlour with Bates she realises she may be able to piece her life back together and be forgiven but sadly it is too late has she is murdered! In the shower scene first we see Marion rush to the toilet to dispose of her notes on the forty thousand dollars and flushes them (unsuccessfully). As she turns the shower on she seems happy that she can return to Phoenix and sort out her affairs. The door opens and the killer emerges completely shadowed but the figure of an older woman is obvious it is orchestral silence until the curtain is drawn back when the screech of the string orchestra and Marions scream pierces the air. Because no music has played prior to the scream you feel the trap has closed in the time before you only hear the shower. It seems with every stab a chord is played on the strings. When she is killed we see the water go down the drain which is ironic as her life really has gone down the drain, at this point we are startled as we have no one to relate to. There is no music after the attack, as she slides down the wall she reaches out and pulls the curtain down, it is silent until we see the money by the window and the house as Norman Bates shouts as his mother oh the blood mother the blood. The other scene I have analysed is when the dead mother is discovered in the fruit cellar after Sam has confronted Bates. Lila finds herself going down into the fruit cellar as Bates runs upstairs in search of her. She wanders through the room and finds Mrs Bates she runs up to her and says oh! Mrs Bates! And at that point the horrible stuffed figure of the woman is exposed. Lila screams and hits the hanging light just then Norman bursts in dressed as his mother the orchestra starts the murder music again, thankfully Sam bursts in at that point and subdues Norman in a great struggle. We are left with a high angle shot of the room and the shadows moving across Mrs Bates face as if her eyes were moving. My personal opinion is that psycho is and was a benchmark thriller with one of the most gripping horror scenes ever filmed. This truly belongs as one of the best films of all time.

The Role of Secession in the American Civil War The Civil War was a fight to preserve the Union which was the United States of America. From the conception of the Constitution, there were two differing opinions on the role of the federal government. Federalists believed that the federal government and the executive needed to maintain their power in order to ensure the survival of the union. On the other hand, anti-federalists held that states should retain much of their sovereignty within the new nation. Basically, they believed that each state should have the right to determine the laws within its own borders and should not be forced to follow the mandates of the federal government unless absolutely necessary. As time passed the rights of the states would often collide with various actions the federal government was taking. Arguments arose over taxation, tariffs, internal improvements, the military, and of course slavery. Northern Versus Southern Interests Increasingly, the Northern states squared off against the Southern states. One of the main reasons for this was that the economic interests of north and south were opposed to each other. The South was largely comprised of small and large plantations that grew crops such as cotton which were labor intensive. The North, on the other hand, was more of a manufacturing center, using raw materials to create finished goods. Slavery had been abolished in the north but continued in the south due to the need for inexpensive labor and the ingrained culture of the plantation era. As new states were added to the United States, compromises had to be reached concerning whether they would be admitted as slave or as free states. The fear of both groups was for the other to gain an unequal amount of power. If more slave states existed, for example, then they would garner more power in the nation. The Compromise of 1850 - Precursor to the Civil War The Compromise of 1850 was created to help stave off open conflict between the two sides. Among the five parts of the Compromise were two rather controversial acts. First Kansas and Nebraska were given the ability to decide for themselves whether they wanted to be slave or free. While Nebraska was decidedly a free state from the start, pro and anti-slavery forces traveled to Kansas to try and influence the decision. Open fighting broke out in the territory causing it to be known as Bleeding Kansas. Its fate would not be decided until 1861 when it would enter the union as a free state. The second controversial act was the Fugitive Slave Act which gave slave owners great latitude in traveling north to capture any escaped slaves. This act was hugely unpopular with both abolitionists and more moderate anti-slavery forces in the north. Abraham Lincolns Election Leads to Secession By 1860 the conflict between northern and southern interests had grown so strong that when Abraham Lincoln was elected president South Carolina became the first state to break off  from the Union and form its own country. Ten more states would follow with secession: Mississippi, Florida, Alabama, Georgia, Louisiana, Texas, Virginia, Arkansas, Tennessee, and North Carolina. On February 9, 1861, the Confederate States of America was formed with Jefferson Davis as its president. The Civil War Begins Abraham Lincoln  was inaugurated as president in March 1861. On April 12, Confederate forces led by General P.T. Beauregard opened  fire on Fort Sumter which  was a federally held fort in  South Carolina. This began the American Civil War. The  Civil War  lasted from 1861 until 1865. During this time, over 600,000 soldiers representing both sides were killed either by battle deaths or disease. Many, many more were wounded with estimates of more than 1/10th of all soldiers being wounded. Both the north and the south experienced major victories and defeats. However, by September 1864 with the taking of Atlanta, the North had gained the upper hand and the war would officially end on April 9, 1865. The Aftermath of the Civil War The beginning of the end for the Confederacy was with General Robert E. Lees unconditional surrender at Appomattox Courthouse on April 9, 1865.  Confederate General Robert E. Lee  surrendered the  Army of Northern Virginia  to Union General  Ulysses S. Grant. However, skirmishes and small battles continued to occur until the last general, Native American Stand Watie, surrendered on June 23, 1865. President  Abraham Lincoln  wanted to institute a liberal system of Reconstructing the South. However, his vision of  Reconstruction  was not to become reality after  Abraham Lincolns assassination  on April 14, 1865. The  Radical Republicans  wanted to deal harshly with the South. Military rule was instituted until  Rutherford B. Hayes  officially ended Reconstruction in 1876. The Civil War was a watershed event in the United States. The individual states after years of reconstruction would end up joined together in a stronger union. No longer would questions  concerning secession  or nullification be argued by individual states.
